Crime & Communities Groups
The Community
Safety Partnership, of Safer Communities Torbay has two national
targets which are it's main focus:
- To reduce crime by 17.5%
- To reassure the public, reducing fear
of crime and building confidence in the criminal justice system
without compromising fairness.
The two targets have a very different
focus, the first is specifically about crime reduction whilst the
second concentrates on public perception. This is why we have established
two groups to focus on each target, they are called Crime and Communities
respectively. Each groups membership contains people from
the relevant agencies, or from the community who can implement action
and achieve the targets.
Crime Sub-Group
The Government has identified 10
crime areas where the 17.5% reduction needs to take place by March
2008. They are:

Despite this being a national target,
we are able to make it locally relevant, as we have to set individual
targets for each of these crime categories, as detailed above. Therefore
we can set higher, more demanding targets for the most prevalent
crimes in Torbay. This ensures that staff time and resource is placed
in the most important area.
The group meets on a quarterly basis
and has agreed term of reference . Its main purpose is to review
performance against the Crime Action Plan and address any issues
in current performance.
Current Performance
Quarter One (April - June 2005) Performance
Communities Sub Group
The Communities Sub Group also meets
on a quarterly basis, however its membership includes individuals
from the community and business sectors as well as public and voluntary
agencies. It has agreed Terms of Reference, and a Communities Action
Plan that is monitored at the meetings.
The Communities Group have agreed to
review and monitor the times of day they meet to enable the wide
community to participate, and by holding meetings in local schools
we hope to encourage young people who may want to participate.
The main
priorities for the Communities Sub Group are:
- Anti-Social Behaviour
- Public Reassurance
- Community Engagement
- Increasing Confidence in the Criminal
Justice System
The group will measure performance across
these areas by a reduction of anti social behaviour incidents reported
to the police and through annual focus groups across Torbay, which
will seek peoples views concerning reassurance, engagement
and confidence in the criminal justice system.
Funding
Both the Crime and Communities Sub Groups
fund the majority of their work from Home Office funding called
Safer Stronger Communities Fund. Safer Communities Torbay received
£201,834.00 for the financial year 2005/06. The budget summary
sheet details how the funding has been allocated so far this year.
Applications for this funding have to
be endorsed by a sub group, and then if agreed they would be taken
to the Joint Commissioning Group for their approval.
